CASE MANAGER SUPERVISOR
POSITION DESCRIPTION:
Under the direction of the Director, the Program Coordinator coordinates the on-going programs with the development and the implementation of any new vocational training programs and/or services that provide appropriate entry level, upgrade, and re-entry training to parolees in the region. The Program Coordinator ensures high quality and relevant Career Development instruction, and cost effective program operation that are in compliance with CDCR expectations and procedures. The Program Coordinator, with guidance from the Director, is responsible for planning, development, implementation, supervision and evaluation of all aspects of the DRC programs.

- Establishes and implements emergency procedures and client behavior standards and protocols
- Coordinates and implements staff/client orientation and recognition programs
- Develops and implements a diagnostic and placement system to ensure appropriate placement of clients
- Utilizes assessment data to evaluate effectiveness of program and to assess program progress
- Monitors the treatment service methodology
- Assists instructors in the design and implementation of effective lessons
- Develops and implements program schedules; through the use of detailed data analysis and program evaluation
- Assists in the formulation of plans and programs designed to best address the current and potential needs and directions of the DRC
- Works as part of the DRC management team to ensure the direction taken by the DRC parallels the needs of the clients, families, districts, businesses and/or community
- Prepares a variety of reports related to DRC operations and maintains client files
- Provides and/or coordinates appropriate training and staff development activities
- With direction from the Director, is responsible for the development, review, and evaluation of all DRC budgeting and financial matters
- Ensures that all necessary data is collected to evaluate the effectiveness of the program and will produce an annual report on the DRC.
- Ensures Case Management Plan (CMP) is being followed, and develops and monitors procedures governing documentation.
- Establishes and maintains cooperative working relationships and effective communications with parole officers, school districts, the community, neighboring establishments in the complex, local businesses, and other outside agencies as appropriate
- Attends appropriate school, community, or outside agency meetings as assigned
- Develops and utilizes an effective communication system; prepares and distributes newsletters, and bulletins
- May serve as the primary liaison between the business community and the DRC by keeping up-to-date regarding the trends, needs, and expectations of employers and employees
- Serves on and chairs various ad hoc and other advisory committees as assigned; may coordinate programs with other related agencies or groups to ensure the most effective utilization of time and resources; may recruit additional businesses or partners for participation in the DRC programs
- Participates in case conferences.
QUALIFICATIONS:
KNOWLEDGE AND ABILITY TO:
- Development processes of state, local agencies, and organizations that are currently involved with providing re-entry services to parolees
- Knowledge and skills in effective supervision including personnel selection, training, observation, assessment and evaluation of personnel
- Effective communication including initiating individual and group discussion, listening, clarifying, and facilitating interaction among group members
- Writing skills to effectively convey ideas, reports, letters, memos, and survey questionnaires
- Understanding of goal setting techniques including needs assessment and program evaluation
- High degree of knowledge and strategies for dealing with a variety of people from varying educational and socio-cultural backgrounds; knowledge of effective classroom instruction and ability to provide appropriate assistance and/or suggestions for improvement
- Knowledge and skills in the techniques and practices of effective implementation, supervision, and management of budgetary and other management procedures; knowledge of the policies, procedures, and practices governing educational programs; knowledge and skills in curriculum development, program development and evaluation
- Ability to interpret and apply laws; knowledge and skills to conduct meetings and in- service training programs with instructors and staff
EXPERIENCE AND TRAINING:

- Minimum of 6 years of demonstrated successful experience in the development, administration and oversight of adult transition programs.

CASE MANAGER

Under the supervision of the Case Worker Supervisor and as a part of the case management team, assists in providing transition services for adult offenders on probation, parole or in a county jail setting; assists staff with recordkeeping, group facilitation, and interaction and communication with clients, staff, parole agents, probation officers, sheriff staff and other agencies. The Case Manager I works with a variety of at-risk and high-risk adults. Clients are in need of the services necessary to successfully transition back into the community from state prison. These services include, but are no limited to, education, job readiness, job placement, substance abuse education, and life skills.

TRANSITIONAL HOUSING PLACEMENT COORDINATOR
POSITION DESCRIPTION:
Responsible for providing case management services and case coordination for youth in the Transitional Housing Program. - Identifies, organizes, maintains and disseminates housing information conducive to long term recovery, and stable housing (e.g. shared, supportive, subsidized, clean and sober, moderate income housing, etc.)
- Helps clients locate market-rate housing opportunities such as Craigslist and/or other sources
- Mentors the parolee in disclosing appropriate information regarding past convictions and/or parole status when attempting to secure housing
- Using the Case Management Plan (CMP) as a guide, creates housing and placement plans with each parolee based on his/her goals and needs related to housing
- Provides referrals to community housing and related resources
- Follows up with the parolee regarding housing applications submittals and other aspects of their search
- Ensure parolees adhere to all rules and requirements of the transitional housing
- Prepares for and facilitates weekly housing meetings to share current opportunities to help parolees complete housing applications and provide information identifying practices of a good tenant
- Oversees transitional housing in the community to ensure the facilities are in compliance contract requirements
QUALIFICATIONS:

- The Transitional Housing Placement Coordinator (THPC) shall possess an Associate of Arts or Associate of Sciences degree from a granting institution accredited by the WASC or equivalent and a minimum of two (2) years of experience as a THPC or similar position; or possess a high school diploma
- Or equivalent and a minimum of four (4) years of experience as a THPC or similar position.

AOD COUNSELOR
POSITION DESCRIPTION:
The AOD Counselor is responsible for assessment, treatment, development and implementation of client therapeutic plans. In assisting the client in their success, the AOD Counselor is subject to working varied hours and weekends, and to be on-call.

- Conduct intake, admission, and diagnostic assessments with clients, and document results according to FTE Campus standards
- Prepare goal-oriented psychosocial diagnostic assessments, service plans and progress reports; update service plans and engage service team members in the process
- Document all services provided in the client’s file and appropriate database in accordance with program specific requirements
- Provide client progress updates to funding source as requested
- Facilitate or co-facilitate client groups on specific issues; utilize program specific curriculums in accordance to contract requirements
- Provide case consultations and lead case staffing meetings
- Travel as needed for trainings, conferences
- Notify the Supervisor and DRP Program Analyst of any issues involving program or parolee services
- Make decisions regarding caseload matters
- Conduct and participate in case conferences for each parolee assigned to caseload
- Facilitate and develop staff development training as requested related to clinical issues
- In conjunction with the Case Management Plan (CMP), prepare a detailed, specific treatment plan for each parolee in his/her caseload
- Maintain therapeutic services within the FTE Campus and funding source guidelines
- Attend training, workshops and meetings upon request
- Maintain open, consistent, and effective communication with program staff and supervisor
- Maintain all required trainings and certifications
- Able to react to change productively and handle other essential tasks as assigned
QUALIFICATIONS:

- Current Certification for Chemical Dependency Counselor or Licensed or license eligible in respective field (to include but not limited to: (LPC, LCSW, LCDC, LMFT)
- Computer literate with working knowledge of Microsoft Office (Microsoft Word, Excel), and database systems
- Demonstrate good verbal and writing skills
- Ability to work flexible schedule to facilitate program services
- Clear background check from appropriate entity
- Ability to work with formerly incarcerated adults
Education:
- The Certified AOD Counselor shall possess an Associate of Arts or Associate of Sciences degree from a granting institution accredited by the WASC or equivalent and/or high school diploma or equivalent
- A minimum of three (3) years of full time experience of counseling duties with a criminal justice population in a substance abuse program
- And have a Certified AOD Counselor Certification by an agency approved and recognized by the California Department of Health Care Services (DHCS).
- Additionally, applicants who have completed the Offender Mentor Certification Program (OMCP) and having obtained AOD Certification may be considered for this position.

Provides one-on-one and group instruction in assigned subject matter; assists clients with self-help, job readiness, and social skills; assists clients in extra-curricular activities; supervises clients in class setting as directed by staff; administers and corrects client assessments; assists clients in using computers; models appropriate behavior for clients; maintains site morale; adapts materials and equipment to meet specific needs and learning styles of the client; evaluates client progress on work assignments and shares with staff; assists in the physical setup and cleanup of the classroom for group instruction, projects, and activities; provides staff with input for client Case Management Plan (CMP); assists staff with daily and weekly lesson/work plans and follow- through; operates standard office and classroom equipment; provides first aid/cardiopulmonary resuscitation (CPR) as needed when properly certified; maintains awareness of physical and emotional changes in clients and reports concerns to staff; attends in-services and staff meetings as required.

- Works with board and staff to ensure that the mission is fulfilled through programs, strategic planning and community outreach.
- Develop an operational plan which incorporates goals and objectives that work towards the strategic direction of Freedom Through Education Campus
- Responsible for implementation of Freedom Through Education Campus’s programs that carry out the organization’s mission.
- Responsible for the enhancement of Freedom Through Education Campus’s image by being active and visible in the community and by working closely with other professional, civic and private organizations.
Organization Operations:
- Oversees and implements appropriate resources to ensure that the operations of the organization are appropriate.
- Responsible effective administration of DRC operations.
- Responsible for the hiring and retention of competent, qualified staff.
- Responsible for signing all notes, agreements, and other instruments made and entered into and on behalf of the organization.
- Ensure that personnel, client, donor and volunteer files are securely stored and privacy/confidentiality is maintained
- Monitor the day-to-day delivery of the programs and services of the organization to maintain or improve quality
- Oversee the planning, implementation, execution and evaluation of special projects
- Determine staffing requirements for organizational management and program delivery
- Oversee the implementation of the human resources policies, procedures and practices including the development of job description for all staff
- Establish a positive, healthy and safe work environment in accordance with all appropriate legislation and regulations
- Recruit, interview and select staff that have the right technical and personal abilities to help further the organization's mission
- Ensure that all staff receives an orientation to the organization and that appropriate training is provided
- Implement a performance management process for all staff which includes monitoring the performance of staff on an on-going basis and conducting an annual performance review
- Coach and mentor staff as appropriate to improve performance
- Discipline staff when necessary using appropriate techniques; release staff when necessary using appropriate and legally defensible procedures
Community relations advocacy:
- Communicate with stakeholders to keep them informed of the work of the organization and to identify changes in the community served by the organization
- Establish good working relationships and collaborative arrangements with community groups, funders, politicians, and other organizations to help achieve the goals of the organization
QUALIFICATIONS:
Education:
- The Program Director/Center Manager shall possess either: 1) a Master of Arts (MA) degree from a granting institution accredited by the Western Association of Schools and Colleges (WASC) or its equivalent and a minimum of three (3) years of experience working with parolees, or 2) a Bachelor of Arts (BA) or Bachelor of Science (BS) degree and a minimum five (5) years of experience working with parolees.
- Additional experience may be substituted for the educational requirement on a year for year basis. A minimum of five (5) cumulative years of documented experience demonstrating a history of administrative or program responsibility in services for parolees or other criminal justice populations may be substituted for the educational and work experience.

Job developer
POSITION DESCRIPTION:
Under direction of DRC staff, establishes and maintains activities to develop, locate, and secure job openings for DRC students and clients; markets programs and coordinates job resources; performs related duties as assigned.

Any combination of training and experience which demonstrates ability to perform the duties as described; verified experience in job placement in either private or public agencies within the last four years; experience working with at-risk populations; experience in public relations and in technical writing is desirable.

DUTIES AND RESPONSIBILITIES:
- Initiates and maintains ongoing personal contacts with a variety of business and industry representatives and job placement/training agencies to promote programs for participant placement
- Makes cold calls to potential employers
- Explains the benefits and employment support services provided by DRC programs to employers, including addressing employer’s special needs
- Researches Internet, newspapers, agencies, and other resources for job leads
- Locates jobs for participants who have successfully completed training programs
- Collects data from employers related to job orders including job requirements and skills
- Matches job skills with applicant qualifications
- Refers qualified applicants to employers and conducts necessary follow-up when applicants are placed in positions
- Keeps updated regarding job fairs and Internet resources
- Researches various resume programs
- Participates in outreach and recruitment activities by coordinating and attending job fairs.
- Assesses parolee to determine training and Career Technical Education (CTE) needs
- Assist in formulating plans to achieve occupational goals and refer parolees to appropriate employers, training and educational facilities or other community agencies and organizations
- Provide employment services including résumé writing, mock interviews, time management, how to get along with others in a work environment, and how to follow instructions
- Assist parolee with assembling documents as necessary to legally work within California (e.g. California ID, Social Security Card, etc.)
- Identify the benefits of completing the criminal record expungement process, and provide information or a referral on how to expunge a criminal record, and obtain a Certificate of Rehabilitation
- Mentor the parolee in disclosing appropriate information regarding past convictions and/or parole status to the employer
- Work with parolee once they have been employed to address issues that may arise after job placement
QUALIFICATIONS:
Education:
- Job Developer shall possess a BA or BS degree from a granting institution accredited by the WASC or equivalent accrediting agency.
- A minimum of one (1) year of experience as a Job Developer or similar position;
- Or shall possess a high school diploma, or its equivalent, and a minimum of four (4) years of experience as a Job Developer or similar position.
Training and Experience:
Any combination of training and experience which demonstrates ability to perform the duties as described; verified experience in job placement in either private or public agencies within the last four years; experience working with at-risk populations; experience in public relations and in technical writing is desirable.
